Issuance of Phytosanitary Certificates

The Ministry of Agriculture, Forestry and Water Management has entrusted the Agricultural Advisory Services with the tasks of conducting phytosanitary inspections of consignments of plants, plant products, and regulated articles intended for export and re-export, as well as issuing international certificates on the health status of these consignments (phytosanitary certificate and phytosanitary certificate for re-export).

A consignment of plants is a defined quantity of plants, plant products, or regulated articles that is transported and accompanied by a phytosanitary certificate.

A phytosanitary certificate confirms that plants, plant products, or other regulated articles have been inspected and/or tested in accordance with appropriate official procedures and are considered free from quarantine pests specified by the importing contracting party. It also confirms that the consignment complies with the phytosanitary requirements of the importing country, including those related to regulated non-quarantine pests.

Every consignment of plants and plant products is subject to a phytosanitary inspection.
For the purpose of conducting a phytosanitary inspection, exporters, carriers, and customs declarants are required to enable the inspection of the means of transport and the consignment of plants by providing the necessary personnel for opening transport vehicles and packages, inspection and sampling, and closing packages and consignments. They must also provide conditions for maintaining the integrity of the consignment, as well as other necessary conditions for the smooth inspection and sampling of plant consignments.

Phytosanitary inspection of plant consignments is conducted through:

  • inspection of the documentation accompanying the consignment,
  • inspection of the means of transport,
  • inspection of the packaging,
  • inspection of the plants.
